Hillarys Development Receives Development Approval
Locus Property is proud to announce the second stage to the Harbour developments with the landmark mixed-use development, now proudly named Harbour Hillarys, located on the corner of West Coast Highway and Hepburn Avenue, Hillarys, receiving Development Approval this morning.
The approval follows the submission of a Development Application in December 2025 under the Part 11B Significant Development Pathway. This pathway is reserved for projects of strategic importance that deliver meaningful economic, social and urban development outcomes for Western Australia.
Harbour Hillarys has been approved for two residential buildings of eight and eleven storeys comprising 87 premium residences, including one, two and three-bedroom apartments as well as a collection of expansive penthouses. The development will also feature a vibrant ground-floor retail and commercial offering, including a café, food and beverage venues, a liquor store, a full-line grocery store and associated public realm improvements, landscaping and resident parking.
Designed by Tim Boekhoorn and the award-winning team at Hames Sharley, Harbour Hillarys represents the second stage of the broader Hillarys Gateway vision, following the successful market launch and sales campaign of Harbour Sorrento. Together, the two developments are creating a contemporary residential, retail and commercial destination that will strengthen the connection between the surrounding community and Hillarys Boat Harbour.

The architectural design has been carefully crafted to optimise ocean views, natural light penetration and cross-ventilation throughout the residences. Building massing, setbacks, screening elements and landscaped buffers have been thoughtfully integrated to minimise impacts on surrounding properties while enhancing the pedestrian experience at ground level. A palette of high-quality coastal-inspired materials, articulated façades and generous landscaping will ensure the development is both contemporary and enduring, reflecting the character of the Hillarys coastline.
